General guidelines

Delivering with a car

Delivering with a motorcycle

Valid A1, A2 or A Class driving license if delivering by motorcycle. See specifications for the A1 Class, for the A2 Class or for the A Class.

Delivering with a moped

Valid AM Class driving license if delivering by moped. Electric mopeds can be driven with a valid AM Class driving license as well. See specifications for the AM Class here.

Delivering with an electric bicycle or an electric scooter
No driving license is needed in Norway to deliver with an electric bicycle or an electric scooter. Insurance is required to drive an electric scooter on Norwegian public roads.

Using a driving license from a EU/EEA country in Norway

You may drive in Norway if you hold a valid driving license from another EU/EEA country. However, you are subject to Norwegian health requirements. Individual national driving license categories from other countries are not valid in Norway.

EU/EEA driving licenses issued after an exchange from a non-EU/EEA country

If you obtained an EU/EEA driving license by exchanging a driving license from a non-EU/EEA country, the rules that apply for the country in which it was originally issued will usually apply. You can use it in Norway for up to three months.

If you took up normal residence in Norway before 19 January 2013 and you have an EU/EEA driving license issued before this date, you may use it as a regular EU/EEA driving license. The same applies if you have had valid driving entitlements in one or more EU/EEA countries for a continuous period of at least ten years before you took up normal residence in Norway.

Licenses issued in violation of the requirement for permanent residence or student residence

Driving licences can in principle only be issued by the country where you have permanent (“normal”) residence, or where you are residing as a student. If you do not have normal residence or reside as a student in the country in which your driving licence was issued, it is possible that your licence is not valid for driving in Norway.

If there is information on the driving license, or information from the issuing country, to the effect that the conditions for issue were not met at the time of issue, the Norwegian Public Roads Administration may start investigations to determine whether the license is valid for driving in Norway.

Using a driving license from a non-EU/EEA country in Norway

In Norway, you can use a valid driving license from any country for up to three months as long as you meet the Norwegian age requirements. This applies regardless of whether you are staying in Norway temporarily or you have your normal residence here. You will find age requirements in the information section about each driving license category on Statens Vegvesen's website.

If you do not have normal residence in Norway but have a temporary residence permit for up to six months in connection with temporary employment, you can drive with a driving licence from another country throughout your stay in Norway. You need to carry with you your residence permit as well as your employment contract when you are driving.

Driving licenses from the UK

A British driving license entitles the holder to the same rights as if the license was issued in an EEA country.

Driving licences from Ukraine

Ukrainian driving licenses are valid for driving in Norway as long as Norway is offering temporary collective protection to Ukrainians. The driving entitlement must be documented by a valid physical driving license.

Driving license requirements

Norway is bound by two international agreements on road traffic. Each of these agreements has a model for national driving licenses and a model for international driving licenses.

If one of the points below is correct, you can drive with your driving license in Norway for up to three months – or for six months if you have a residence permit and an employment contract:

- It was issued by a country that is party to the Geneva Convention on Road Traffic of 1949, and issued pursuant to this driving license model.

- It was issued by a country that is party to the Vienna Convention on Road Traffic of 1968, and issued pursuant to this driving license model.

- It was issued by a country that is party to the Geneva or Vienna Convention, but not issued pursuant to either of these driving license models. In this case, you need a certified translation of your driving license, such as an international driving license issued pursuant to the Geneva or Vienna Convention. It may also be an original translation from the driving license authorities in the issuing country, from an authorized translator in Norway, a translator from the Norwegian local government Interpreter Service, or from a person who teaches at a government-authorized institution.

- It was issued by a country that is not party to the Geneva or Vienna Convention, but it follows the model of one of the conventions, or the EEA model, and the text of the driving license is in English, French or German. In addition, if the text is in a different language, you need an international driving license pursuant to the Geneva or Vienna Convention.

When do you need an international driving license?
You need an international driving license in addition to your regular driving license if, for example:

- Your driving license does not have a photo

- The information on your driving license is written in an alphabet other than the Latin alphabet, such as Arabic, Cyrillic or Japanese

- The categories on your driving license are different from the international categories pursuant to the Geneva or Vienna Convention
